Minutes for Tuesday, December 8th, 2009

Call to Order

Supervisor Ken Stigers called the meeting to order at 6:07 p.m. and led the assembly in the pledge of allegiance. 

Roll Call

Present were Supervisor Ken Stigers, Treasurer Karen Karl, Clerk Kelly Coltas, and Trustee Art Davis. Trustee Ned Huwatschek was absent.

    • Motion to adopt Agenda put forth by Coltas/Karl, all were in favor 4-0 motion carried.
    • Motion to approve Minutes of Regular Board Meeting of 11/10/09, and work session of 12/03/09, put forth by Coltas/Davis, all were in favor, motion carried 4-0.

Supervisor’s Remarks

Revenue sharing was cut 4.2 %, instead of the 20% that had been discussed.

Tax Bills; the tax bills were sent out with an error on the CCISD millage.  It should have been .04 and it went out as 4.0.  New corrected tax bills have been sent out.

C.E.D.S. – WUPPEDR had asked the Economic Development Agency of Keweenaw County to have communities put together a wish list of things they’d like to see done in their areas.  If grant monies become available, you would have to have this list to qualify.  The Grant Township list includes extra bays for our fire departments, LLB Community Center and a CH historic streetscape.

Board of Review will be on Tuesday December 15th, from 10:00 am till 12:00 pm for Errors and Omissions. 

Monthly Reports

Treasurer’s Report

    • Motion to accept Treasurers report as given, put forth by Coltas/Davis.   All were in favor and motion carried 4-0.

Utility Board

Still working on well field expansion.  RDA has a large package of information that needs to be completed.  Traverse Engineering is preparing a proposal for the grant.

DDA

Had a meeting last night, discussed the Park improvements from last summer, the Band shell and a permanent foundation for the band shell next summer?

Hunter’s Point

None of the cedar logs authorized for purchase for the2010 Hunter’s Point Trail work have been ordered or delivered.  The logs donated by Ned have not been picked up.  This may jeopardize an early start to the trail improvement work next spring.

The Hunter’s Point ll closing has been scheduled for Tuesday, December 15th at 9:00 am.  Mr. Powers will be working with the Treasurer for the payment details.

Mr. Powers has received Amendments to the Project Agreements reflecting a deduction in acreage from 122 to 121.4 acres, an exception to the requirement to purchase in fee simple title, and the approval of the revised appraisal of $1,715,000.

No meeting since last report.  The next meeting is scheduled for December 17th.

Public Safety 

CH Fire Dept:

The regular monthly meeting for the CHFD was held on Wednesday December 2nd, with 10 members present.  Items discussed, CC training committee would like money from each department to help defray cost of training.  State of MI fire services, each firefighter has access to his or her records.

Mid month meeting was held on November 19th, with 6 members present.  All vehicles and equipment on trucks were exercised.

No page outs for fire or 1st responders for the month.

LLB Fire Dept:

No Report

Old Business

Community Center in LLB;  Ann Young from RDA will be at the LLB fire department tomorrow along with Supervisor Ken Stigers and the Community Center Committee to discuss grants and financing options for the expansion of the fire hall the Community Center.

Band Shell.

The Copper Harbor Trails Committee has donated the portable Band Shell to the Township.

    • Motion to Accept the Band Shell from the CHTC as part of our inventory Assets put forth by Coltas/Stigers and all were in favor motion carried 4-0.  Our insurance company has been notified and the Band Shell is insured.

New Business

Park projects and additional expenses.  The DDA and the Township agreed to split the cost of Park improvements up to a certain $ amount.  There were some cost over runs on the improvements.  The Township owns the park so assumes responsibility of the additional costs but does ask the DDA to split the amount with them.

    • Motion to approve the over run of expenses on the Park improvements of $3,654.77 put forth by Coltas/Karl.  All were in favor, motion carried 4-0.

The Antique Snowmobile event this winter would like to have an ancient drag race down Bernard Street.  About 800ft.  Supervisor Stigers will speak with the Road Commission as they own the street and the Sheriff.  Also our Insurance agent as well as our lawyer.  If there are not objections we can proceed from there.  The group will have to explore event insurance.

  • Motion to pay audited bills for December in the amount of $14,772.46 and adjourn Coltas/Stigers all were in favor, motion carried 5-0.
