GRANT TOWNSHIP REGULAR BOARD MEETINGHeld at the Grant Township Hall 230 Gratiot Street Copper Harbor, Michigan 49918 Minutes for Tuesday, July 14th, 2009 Call to OrderSupervisor Ken Stigers called the meeting to order at 6:09 p.m. and led the assembly in the pledge of allegiance. Roll Call
Present were Supervisor Ken Stigers, Treasurer Karen Karl, Clerk Kelly Coltas, Trustee Ned Huwatschek and Trustee Art Davis.
Supervisor’s Remarks Revenue Sharing We received notice from MTA that the State will be cutting the amount of our revenue sharing and PILT payments. The amount is yet to be determined. Board of Review will meet on Tuesday July 21st at 11:00 am to 12:00p.m. for homestead and error and omissions. The Gary Barker Memorial will be on Saturday July18th, from 10:30 a.m. to 1:30 p.m. with a luncheon. The bus out to the Hunter’s Point Park will run until 1:30p.m. Monthly ReportsTreasurer’s Report
Utility Board The system seems to be operating well. There is no apparent odor this year so it looks like the new air diffusion system is hold well. On July 27th Supervisor Ken Stigers and Deputy Supervisor Dick Powers will be meeting with Traverse Engineering and Rural Development to discuss the water system expansion. DDA The Park project is moving forward. The cost is about $5000. The DDA has approved $2500 and is approaching the Township for matching funds. The Township has budgeted for Park improvements so the funds are available.
Steve Peters has resigned from the DDA and the DDA is posting an open position. They will be accepting letters of intent for the position and will come to the August Board meeting with their suggestions for the position. They also discussed their long term goals such as Park expansion and improvements and finishing up the road ends. Hunter’s Point The Project Agreement for Hunter’s Point 2 has been received. It is supposed to be executed by the Township and returned to the MNRTF by September 1st 2009. Mr. Powers met with MNETF grant Coordinator Lisa McTiernan Sunday and discussed our Hunter’s Point 2 position. She understands our position but would like to have our Project Agreement Signed by September 1st deadline. It was explained to her that unless funding can be found to replace the withdrawn match, the project would likely be cancelled. She had arrived in Copper Harbor Saturday and had inspected all the improvements that the Trust Fund had been involved in. She also toured the Township Hall, Information Center and the Copper Harbor Park. She briefly reviewed some of the plans for Park Improvement and discussed the 2010-2015 Recreation Plans. It would appear that under the current grant rules, it will be extremely difficult for Grant Township to receive any major grants from the Trust Fund. The less than $100,000 for property and less than $50,000 for improvements appear to be our best chance for funding. Public Safety CH Fire Dept: The regular monthly meeting for CHFD was held on July 1st, 09, with 10 members present. Items discussed at the meeting: 4th of July Parade, cook out in the Park and Fireworks. Dick Powers reviewed 3 events involving radio operations: Keweenaw Trail Runners, Copperman Triathlon and the Fat Tire Race. Memorial for Gary Barker on July 18th. Biker gathering on July 25th were discussed We received a commitment from a Utah fire control unit that is buying the old #2 Fire Truck. At the mid June meeting we recapped the Annual Spaghetti Dinner , the Township Clean up , DNR 50/50 grant and a round table on local chimney fire. Page outs for the month 1 fire page out, 3 medical assists, 1 goodwill assist with a downed tree on US 41. LLB Fire Dept: Monthly meeting held on June 2nd 09 at 6p.m. 3 members excused. Elections of officers held no changes, Richard Olson, Chief, Joseph Langdon 1st assistant Chief, and Richard Schaefer 2nd assistant chief. All appointed offices the same. Letters of thanks sent for contributors to the pancake breakfast. FD members commended on a job well done at the May drill. Oil changed on all small equipment and hydrants were blown out. FEMA grant submitted for pumper Tanker and a DNR grant was submitted for same items as last year, main item 500ft of 4inch hose with storz coupling. No monthly training held this month. Other stuff: Participated in CC Firemen’s Tournament and Truck in 4th of July Parade and the guys sold tickets for the kayak the event. 2 ems runs 0 fire call outs 911 No meeting Old Business Drafts of Recreational Plan will be handed out to the Board members after the meeting. It will be voted on next month. VHS virus Boat Cleaning Stations. The VHS virus is spreading quickly and in an effort to stop it from entering our inland lake system and Lake Superior the Township has be asked to cooperate with stations for disinfecting boats going into the lakes at the various boat ramps. The Township has ask the Park Manager if the state would man the stations since they are all owned by the state and already manned if the Township would purchase the disinfectant and equipment needed to use to disinfect boats etc. The Park Manager is requesting permission to do so and will get back to us. New Business Ron Lahti has been contacted on the possibility of additional police presence during the Hog Fest later this summer. Similar to what we do for the 4th of July. We would like additional police support from 6:00 p.m. to 4:00 a.m. The Sheriff is checking his schedule and will get back to us on who is available. We will also contract for some Porta Potties to be stationed around the park so as not to over whelm the bathroom facilities that we have. Art Davis asked if we would need ambulance support and Ken will look into that. Joe Langdon has replaced the old exterior billboard in Lac La Belle. It was in complete disrepair. The cost to the Township is only materials of $250.00 the receipts to be presented at the next meeting. The new board is much larger and easier to read.
