Minutes for Tuesday, September 9th, 2008

Call to Order

    Supervisor Meg Vivian called the meeting to order at 6:03 p.m. and led the assembly in the pledge of allegiance. 

Roll Call

    Present were Supervisor Meg Vivian, Treasurer Karen Karl, and Clerk Kelly Coltas, Trustee Roxann Smith, Gary Barker recently died.

  • Motion to adopt Agenda put forth by Coltas/Smith all were in favor 3-0 motion carried.
  • Motion to approve Minutes of Regular Board Meeting of 08/12/08, and work session of 09/0408, put forth by Coltas/Smith, motion carried 3-0.

Supervisor’s Remarks and Correspondence

  • Remarks

    On behalf of the Grant Township Board we would like to take this moment to honor the passing of our Trustee, Gary Barker.  

  • Motion to appoint Ken Stigers as Trustee, to fill Gary Barker’s position until November 20th 2008. The motion was put forth by Supervisor Vivian and seconded by Smith all were in favor, motion carried 4-0.
 

    Public Accuracy Tests are held before every election.  The next one is scheduled for Monday October 20th, 2008 at 10:00 am at the Grant Township Hall.  A public information meeting with Treasurer Karen Karl for a question/answer session over any concerns you may have about the Millage proposals and the Township operating budget will also be held on October 20th, 2008 at 11:30 am at the Grant Township Hall.

Treasurer’s Report

  • Motion to accept the Treasurer’s report as given put for by Coltas/Smith.  All were in favor, motion carried 5-0.

Utility Board

Met on August 19th all were present except Steve Peters.  Dick Supina was present for the update on the sludge removal proposal, bid packages have gone out.  Went over the budget and the large lagoon will be done for sure and hopefully the secondary lagoon as well depending on results from the bids.

Public Safety 

CH Fire Dept:

The regular monthly meeting of the CHFD was held on September 3rd, 2008 with 10 members present.  Items discussed, outcome of this year’s Art in the Park and the Fat Tire Festival.  At mid month meeting all vehicles were run including portable pumps, generators, saws and fans.  Red Power diesel had replaced the pickup motor for the foam refilling system on Tuck #2 and after a little priming of the foam system, the unit is operational.

Called Keweenaw scrap metal and asked about the pickup this spring, did not receive satisfactory info so Supervisor will call and work it out.

For Month of August had 2 1st Responder calls and one structure fire (were called off in route).

LLB Fire Dept:

Monthly meeting August 5th, 2008 and monthly training on August 19th, 2008.  Training was done on drafting with truck 1 from a dry hydrant and the use of the compressed air foam and its various applications.

Gary Barker was posthumously recognized and thanked by the Keweenaw County Board of Commissioners at their September 3rd, meeting, with resolution # 8 for his service as a 1st Responder and former fire fighter and multi term Grant Township Board Member.

Two 1st Responder call out on August 17th, 2008.  One heat exhaustion on Bear Bluff.  Second one was a heart attack, 1st Responder Gary Barker suffered a heart attack on the way out from the Bear Bluff call. Gary passed away on August 29th, 2008, as a result of the heart attack. 

Dispatched to structure fire at Meyers –Mendota Lane- no injuries, cancelled in route.

911

A 911 Committee meeting was not held in August.

The situation in the 289 exchange where 911 calls cannot be answered due to cable brakes has not been resolved with AT&T.  I have contacted the Michigan Public Service Commission and asked for their assistance. 

Park and Rec Planning

Due to an unanticipated workload Bill Olsen of UPEA has been unable to begin work on the Recreation Plan.  Given the failure of the various millage proposals this is just as well.

Old Business

Hunter’s Point Update: The reimbursement requests have been accepted by the Michigan Natural Resources Trust Fund.  We have received a partial payment of $42,390.  The remaining 10% $4,710 will be received after an on-site inspection by a DNR Engineer.  The date of the inspection has not been established.

The Preliminary Scoring for the second portion of the Hunter’s Point Park Acquisition Phase 2 has been received.  We were scored 380 points, same as last year.  The grant is assured no matter what the score.

NOAA

The weather alerts broadcast on September 2nd were received by our weather radios and the system seems to be working properly.

We will be redoing the same millage proposals again in November; we will try to educate the public on the wording of the proposals.

Discussed with MTA about the primary failure of proposals and they told us that the cuts we discussed were not sufficient.  Without the operating millage the only expenses we can incur would be the Assessor, BOR, collecting taxes, paying officers.  There would be not garbage disposals or Fire Departments; there would be no discretionary spending of any kind.

New Business

Rheta Wolfe gave a presentation to the Board on the proposal of a LLB community center, which was presented to SSA and received a majority of support.  A petition was circulated and over 80 people signed it with approval for said project.

  • Motion to allow Rheta Wolfe to go forward in pursuing information on grant opportunities for a LLB community center.  Put forth by Vivian/Coltas all were in favor, motion carried 5-0.

The Grant Township Board wishes to honor the service that Gary Barker has done for this community.

  • Supervisor Vivian put forth a motion to dedicate the new Hunter’s Point Boardwalk to Gary Barker, who selflessly served his community on so many levels.  It will henceforth be known as The Gary Barker Memorial Boardwalk.  The motion was seconded by Coltas, all were in favor, and motion carried 5-0.
  • Motion to pay audited bills and adjourn Karl/Smith all were in favor, motion carried 5-0.
