Minutes for Tuesday, May 13th, 2008

Call to Order

    Supervisor Meg Vivian called the meeting to order at 6:02 p.m. and led the assembly in the pledge of allegiance. 

Roll Call

    Present were Supervisor Meg Vivian, Treasurer Karen Karl, and Clerk Kelly Coltas, Trustees Gary Barker and Roxann Smith. 

  • Motion to adopt Agenda put forth by Coltas/Barker all were in favor 5-0 motion carried.
  • Motion to approve Minutes of Regular Board Meeting of 04/08/08, and work session of 05/08/08, put forth by Coltas/Barker, motion carried 5-0.

Supervisor’s Remarks and Correspondence

Remarks

Spring Cleanup will be on June 14th and 15th 2008.  Keweenaw Scrap Metal will provide bins for metal goods and tires and batteries.  White goods and even microwaves will be accepted.   No TV’s.  The Township will pickup the cost for 10 tires per household.

June 13th, 08 will be the Copper Harbor annual Spaghetti Dinner, Silent Auction and Bake Sale.

Treasurer’s Report

  • Motion to accept the Treasurers report as given, put forth by Coltas/Smith.  All were in favor, motion carried 5-0.

Utility Board

Met 4/15/08.  Operators report came back with a good report.  Sludge removal is scheduled for fall because of the road restrictions.

Public Safety 

CH Fire Dept:

Discussed at the regular monthly meeting, annual spaghetti dinner, which is set for June 13th and spring clean up is June 14th and 15th firemen to sign up to work from 8am to 4pm.  Three members have successfully passed the FF1 training, Jim North, Jason Robinson, and Aaron Rogers.  Jason Robinson also took the Drivers Training class and passed.  As of May 1st all members with the exception of Jim North, Aaron Rogers, and Jeff Gilmore are allowed to Drive Twp insured vehicles, they need to take the state course.  Have received letters from two Twp residents who wish to become members.  All members present approved Jack Smith.  He will have two years to take and pass the FF1 Training to become a full member.  The Air Tank fill station is up and running and area Fire Dept. have been notified of the tank filling capability.  A demonstration will be held in the future.  Trucks were exercised and the Foam filling unit on Truck # 2 is not working and needs service to correct a leak.  We are looking into selling the 1967 FWD pumper.

On April 15th, representatives of AT&T simulated a power failure at the Copper Harbor SLC and were able to induce a typical equipment failure in 1 of 3 pieces of equipment.   They concluded the battery chargers are probably the cause of batteries not being able to maintain the area phone services during power outages.  They intend to change out the batteries and chargers in 2 SLC in the Lac LaBelle area, and one in Copper Harbor and one in Eagle Harbor.  This spring the SLC at the Eagle River will be connected to the Keweenaw County Court House, which will allow it to receive power from the County emergency generator

Park and Rec Planning

D. Kauppi, S. Raymond, G. Barker and A. Rogers went through section 4, deleting completed items and adding new ideas and adjusting projects that need to be completed.  Will meet again next month in Copper Harbor on the last Tuesday of the Month.  

Old Business

Hunter’s Point: We Hunter’s Point Acquisition-Phase 2 grant request has been received and is administratively correct.  It was one of 136 applications received.  As soon as we receive a legal description of the property from the owners we will begin the appraisal process.

A summary received with the notice showed that Grant Township has received $1,525,000 in grants since 1992.  When Hunter’s Point Phase 2 is completed the Township will have received $2,245,000.

The kiosk panel design is progressing.  We will have a final design review at the Porkies on May 15th, 2008.

The Hunter’s Point Public Access Enhancement bids were opened on May 6th.  Eleven firms picked up bid packages, 6 attended the site pre-bid meeting and 6 submitted bids.  The bids ranged from a low $67,135 to a High of $100,300.  Three of the bids were under the $70,265 estimate prepared by UPEA.  B&B Contracting of Calumet was the low bidder at $67,135.

  • Motion by Coltas and supported by Barker to accept the low bid of B&B Contracting of Calumet of $67,135 for the construction of the Boardwalk and associated improvements at Hunter’s point Park as recommended by UP Engineering and Architects and to authorize the supervisor to sign the “Notice of Award” and “Contract” documents.  All were in favor 5-0, motion carried.

The Keweenaw county Road Commission Crews have installed the Hunter’s Point Road signs.

NOAA

An Application has been made to increase the Copper Harbor Transmitter power from 100 watts to 300 watts.  There is not a date that this will be accomplished.

Rural Development

Representatives of Grant Township and the Copper Harbor Fire Department attended a check presentation ceremony at the Houghton Fire Hall on May 9th.  Mr. Gene DeRosset, State Director of Rural Development and other Rural Development officials and elected officials conducted a short program.  Equipment from agencies who have recently received grants were on display and included 5 police Cars and 1 Fire Apparatus.  Richard and Sharon Powers, Kelly Coltas and Tom Boost represented Grant Township.

New Business

Grant Township has 4 millage rollback proposals for the August primary.  These proposals are strictly roll backs that need to be done because of the Headlee amendment.  The proposals were read and discussed at the meeting.

  • Motion to approve the wording for the millage rollback for the Primary Election in August.  Put forth by Coltas/Smith, all were in favor, motion carried 5-0.

Motion to authorize the Deputy Treasurer to sign Checks in the absence of either the Treasurer of Clerk. Put forth by Coltas/ Barker all were in favor, motion carried 5-0.

The Clerk will check into the cost of installing a drop box from the lobby into the community center, for the purpose of people being able to drop off payments or information when the office is not open.  

  • Motion to pay audited bills and adjourn Coltas/Smith, all were in favor, motion carried 5-0.
