Minutes for Tuesday, January 08, 2008

Call to Order

    Supervisor Meg Vivian called the meeting to order at 6:08 p.m. and led the assembly in the pledge of allegiance. 

Roll Call

    Present were Supervisor Meg Vivian, Treasurer Karen Karl, Clerk Kelly Coltas, Trustees Gary Barker and Roxann Smith. 
  • Motion to adopt Agenda put forth by Coltas/Smith all were in favor, 5-0 Motion carried.
  • Motion to approve Minutes of Regular Board Meeting of 12/11/07, and work session of 01/03/08, put forth by Coltas/Barker; motion carried 5-0.

    The Street light at the west end of town has now been replaced.

Treasurer’s Report

There was no Treasurer’s report this month as the meeting fell early in the month and the Bank statements have not yet come in.

Utility Board

Utility Board met December 17th, and the major issue in discussion was about sludge removal.  Dick Supina is getting bid proposal for us.

DDA

No Quorum.

Public Safety 

CH Fire Dept.

The regular monthly meeting of the CHFD was held on Wednesday January 2, 2008 with 5 members present.  Discussed winter rescue for 1st responders and what was needed after our first meeting at the end of December; additional personal clothing, helmets with visors, flashlights and communications were discussed.  All vehicles were exercised. With three members in the FF1 course on Mondays and Wednesdays, no dept. dinners ware served, but we did have pizzas fixed to eat at the round table.  At the mid month meeting in December, 9 members were present.  It was noted via a note from the DNR that we did not receive a 50/50 grant from the state this year.  New members demonstrated the foam system on Truck #1 under the watch of the experienced members.  Now that we’re into winter activities we will switch to in-house review of DVD training materials.  Review of “2007” department runs as follows 1st Responder-21, Fire-6, Wildfires-4, service/goodwill calls (misc.) 8 for a total of 39 calls.

LLB Fire Dept

Monthly meeting held on December 4th at 6:00 pm, 6 members present one excused.  Made a donation to the Red Cross of $30.00.  They are having an Air maintainer installed on the Tanker by Red Power Diesel.  All Trucks and generator are checked over (i.e. fluids etc) and run at each meeting.  Monthly training not held as too many conflicts with holidays.

No Meeting due to weather.  We have identified another problem with Eagle Harbor 1st Responder pages and will be working that out on January 15th. 

There was a telephone conference between representatives of Keweenaw County 911, the MPSC, and AT& T.  From Keweenaw County’s view it was a very non-productive meeting.  AT & T just about denied they had any problems at all.  The MPSC more or less let AT & T run the meeting.  Afterwards the MPSC acting director described the actions as “due process”.

Old Business

We have to submit a grant application for the second year of the “Phased” acquisition of Hunter’s Point 2.   A Public hearing will be scheduled to take comment on the grant application for 5:30 PM on February 12th, just before the regularly scheduled monthly meeting. 

UPEA is well along with the plans and specs for the HP Board walk project.  The preliminary plans were presented for those present to review.

  • Motion by Coltas/Barker to schedule a public hearing on Tuesday, February 12, 2008 at the Grant Township Hall, 230 Gratiot Street, Copper Harbor, MI 49918 to take public comment on a grant application required by the Michigan Natural Resources Trust Fund to complete the expansion of Hunter’s Point Park. All were in favor; motion carried 5-0.
  • Motion by Coltas/Karl to include on the Regular Meeting Agenda of the Grant Township Board for Tuesday, February 12th 2008, to discuss the authorization of a proposed grant application required by the Michigan Natural Resources Trust Fund to complete the expansion of Hunter’s Point.  All were in favor, motion carried 5-0.

Mr. Powers is requesting permission to ask the Keweenaw County Road Commission to provide and install two directional signs fro Hunter’s Point Park.  One at the intersection of M-26 and North Coast Shores Road would state “HUNTER’S POINT PARK” with a direction arrow, and the second at the intersection of North Coast Shores Road and Harbor Coast Land indicating “HUNTER’S POINT PARKING .3 MILE” with a directional arrow.  Greg Patrick has estimated the cost of these signs at $500.00 each.

  • Motion by Coltas/Barker to authorize Richard Powers to ask the Keweenaw County Road Commission to furnish and install two directional signs for Hunter’s Point Park.  One at the intersection of M-26 and North Coast Shores Road which would state” Hunter’s Point Park” with a directional arrow, and the second at the intersection of North Coast Shores Road and Harbor Coast Lane indicating “Hunter’s Point Parking .3 Mile” with a directional arrow.  The cost of these signs will be included in the 2008-09 FY Budget.  All were in favor; motion carried 5-0.
 

NOAA Project: The tower base and electrical work have been completed.  The tower is expected to be erected Jan 15th-17th.  The phone line is to be completed by January 21st. The transmitter is scheduled to ship by the end of January and the system should be up sometime in February.

Grant Township Parks and Recreation Plan 2009-13

Grant Township Parks and Rec 2009-13 Committee appointments are as follows

Sam Raymond (Chairperson), Rheta Wolfe, Gary Barker, Aaron Rogers, Donald Kauppi and Meg Vivian. Meetings will start in January 2008.

New Business

No new business this month. 

  • Motion to pay audited bills and adjourn Coltas/Smith all were in favor, motion carried 5-0.
