Minutes for Tuesday, April 10th, 2007

Call to Order

    Supervisor Meg Vivian called the meeting to order at 6:05 p.m. and led the assembly in the pledge of allegiance.

Roll Call

    Present were Supervisor Meg Vivian, Clerk Kelly Coltas, Trustee Gary Barker. Trustee Roxann Smith and Treasurer Karen Karl were absent. 

  • Motion to adopt Agenda put forth by Coltas/Barker, all were in favor 3-0 motion carried.
  • Motion to approve Minutes of Work Session of 03/08/07, of Regular Board Meeting of 03/13/07, and of the Special Meeting for Hunter’s Point of 3/13/07, put forth by Coltas/Barker, motion carried 3-0.

There was no work session this month

Supervisor’s Remarks and Correspondence

  • Remarks

    Work session was cancelled due to storm.

    Lac La Belle Fire Dept. annual fundraiser will be held on April 29th 2007 in Copper City.  It will be the traditional Pancake Breakfast, silent auction and bake sale.

    Spring Clean up will be on June 23rd and 24th 2007; same rules as past years will apply.  The dumpsters will be open from 8 am to 4 pm with the local fire dept. manning them. 

  • Correspondence

    Keweenaw County Septage Plan from Commissioner Don Keith was received.  Keweenaw County will accept sewage at Mt. Horace Greeley.  The radius is 15 miles, although they will accept from outside that radius on a case-to-case basis.  Supervisor Vivian felt that all of Keweenaw County should be with in the acceptance radius.

Public Safety

CH Fire Dept.

One call out on April 4th, 2007 at the Pines Resort, a malfunctioning pellet stove, but was caught quickly and extinguished.

No 1st Responder call outs.

Had two meetings and training.

LLB Fire Dept.

One call out to Copper Harbor but cancelled enroute.

Had two meetings and training.  Work on tanker is near completion. The generator still is having problems but is being worked on April 11th 2007 by Onan.  Skid unit may be ready by the end of month. Red Power Diesel was in to repair a blown hydraulic hose on truck one, which occurred during training.

911

U.P. received grant for 800 MHz radios.  Each dept. may send in letter to request radios.  Keweenaw 911 will pay for up to 6 Kenwood radios per letter.  Keweenaw 911 will pay for all future mic (100 per radio) charges until further notice.  Off Road equipment, decision was made to go with a rescue sled (winter and summer) and a 2 passenger four – wheeler, possibly with tracks for winter use.  A rescue sled will be purchased for Copper Harbor.

Post 90 is being closed, supposedly to save lease money.  Sheriff Lahti has received a $35,000. grant to improve NOAA Weather Radio reception in Keweenaw County.

Planning Commission

Commissioner Soper distributed copies of the new Keweenaw County Zoning Ordinances to all County officials and there are a limited number available at the Court House.  There is a vacancy for Zoning Administrator and it has been publicly posted.  The one time Zoning Map changes meeting will be scheduled for August 2007 in order to give seasonal residents time to review the Zoning Map.

Old Business

The Grant for Hunter’s Point has been submitted the fund drive is being organized and donations and pledges have been received.

Lac La Belle Dumpster, Waste Management has been called on odor problem and is under study.  Several possibilities are being considered, one, is for the dumpster to be dumped on a more regular basis as opposed to waiting until it is full, and another is an ozone spray to inhibit decay.  No agreement has been made for property for a new location for the dumpster.  Joe Langdon had met with Lonnie Glieberman on some property he owns, but Glieberman has concerns.  Lake Superior Land has a location possibility as well by Platt Rd., near the Gratiot River Bridge, that is being explored. 

New Business

Rural Development Grant for Pumper/ Tanker Truck for Copper Harbor Fire Dept. We received notice that instead of a $35,000. grant that we would receive an $80,000. So the project stands at $70,000. Local match, $ 80,000. Grant. And a $105,000. Loan, for a total cost of $255,000.

  • Motion to approve Resolution #18-2007 authorizing the indebtedness for the purchase of Pumper/Tanker for the Copper Harbor Fire Department.  Put forth by Coltas/Barker all were in favor.  Motion carried 3-0

  • Motion to pay audited bills and adjourn Barker/Coltas, all in favor 3-0.
