GRANT TOWNSHIP REGULAR BOARD MEETING Held at the Grant Township Hall 230 Gratiot Street Copper Harbor, Michigan 49918 Minutes for Tuesday, March 13th, 2007Call to OrderIn the absence of Supervisor Meg Vivian the meeting was called to order at 6:04 p.m. by Clerk Kelly Coltas. Roll CallPresent were Treasurer Karen Karl, Clerk Kelly Coltas, Trustee Gary Barker. Trustee Roxann Smith and Supervisor Meg Vivian were absent.
Supervisor’s Remarks and Correspondence
Supervisor Vivian sends her apologies for being unable to attend. Board of Review met on 3/12/07 from 11 am to 5 pm and will meet again tomorrow 3/14/07 from 3pm to 9pm. If you would like to appeal your property taxes you need to meet with them. The Nature Conservancy will be sending a crew of youths to do volunteer work for the community in June if you have projects in mind please let the Supervisor know. Art Davis did make a suggestion at this point that the fire hydrants in the area could use a coat of paint.
We received a number of letters of support for the Hunter’s Point Phase 2 and for the pre-application for the CH Fire Truck. Monthly ReportsTreasurer’s Report
Utility Board Utility Board met and went over the renewal contract for the Keweenaw Mountain Lodge same as last year and they set up some contingency plans in case of water shortages. The Contract then went to the Township Board Attorney for approval. DDA DDA approved their upcoming fiscal year budget and put together several small projects that they would like to accomplish this summer. Public SafetyCH Fire Dept. No call outs, 3/7/07 meeting with 11members present, discussed and emergency vehicle demonstration that was held at the fire hall on Saturday. There were over 30 people in attendance with several different types of vehicles. Discussed the CPR class that was attended by half the department on 3/5 and the second half went on 3/11. Did the monthly equipment check, watched a FF1 video and trained in newbies. Had one 1st Responder call out for an ice fisherman, which turns out just to be a fisherman looking down his ice hole. So was a good practice run. LLB Fire Dept. No call outs, meeting held on 3/6/07 with 6 members, skid unit has been ordered from Pomasal. New portable pump for tanker has been received from Pomasal and well as the Y gated valve. Box for Tanker has been ordered from Highway products in Oregon, lowest bid at $3786.00 delivered. Brush Truck and Tanker are painted and back at the barn. Del Rajala will be hired to install lights, sirens and radio equipment on them. On the Generator, new charger and heater have been installed but the high temp sensor is bad and is being ordered. 2 1st Responder call outs. 1st Responders 3 callouts, one from CH and 2 from LLB 911 No meeting in March, the fund drive for emergency vehicle is up to $8,300.00, but after the emergency vehicle demonstration in CH they are rethinking the type of vehicle that they should get.Planning CommissionTom O’Callaghn gave an over view of the last Planning Commission meeting. Eagle Harbor’s Zoning Ordinances have been adopted and the new Zoning map will be adjusted to reflect that change. Old Business Hunter’s Point: The Clerk read the Resolution #6-2007, then Mr. Powers chair of the Hunter’s Point Committee then explain how the Grant application works, he has to prove to the Board that the funds for the 36% match are present but the donors want to remain anonymous. Mr. Powers then presented the Board with proof of the funds and after no request from the assembly the board went ahead with the Resolution.
Motion was carried 3-0 Resolution 6-2007 is adopted.
Renewal of temporary Water agreement between Grant Township and the KML is now at the Township Lawyer and when it comes back the Board will review and vote on it. Dates for the FY 2007/08 Budget Hearing (Truth in Taxation) and the Special Meeting will be held in the Grant Township Hall on March 24th, 2007 at 11 am. It will go as follows, the Budget Hearing at 11am with the Special Meeting following immediately after. Mr. Powers gave a short talk to explain and describe the vehicle being considered. A pre application to the USDA Rural Development has been submitted and approved. The application provides for an NFPA compliant pumper tanker to replace two existing Copper Harbor trucks, a Seagraves pumper and a military 6X6 1,200-gallon fuel truck converted to a tanker. Neither of these units are NFPA compliant in several areas. The project total is $255,000.00 comprised of a $37,000 grant, a $70,000, Township contribution, and a $148,000.00 loan. RD has not yet confirmed if we will have an offer in March. Any offer that is made my be deferred if the township wishes. The Board then opened the floor to Public Comment. The need for good, safe equipment that can respond when needed is important.” Dan Fosner, “We have a lot of fine men willing to donate their time and bodies to protect their community, I would like the community to make a commitment to these men in terms of supplying sound safe equipment for them to use.” Tom O’Callaghn, “as a resident I would like to know that the FD has the proper and safe equipment to rescue me with.” There was several letters received voicing approval for this purchase. New BusinessThe dates for Spring Clean up have been set for Saturday and Sunday June 23rd and 24th 2007. The FD will man them as usual from 8 to 4 each day. We have scheduled for two dumpsters at each site. A resident of Lac La Belle asked if a third container could be considered as last year they filled up fast. We will take it into consideration and ask Waste Management if any more containers are available. On the Dumpster in LLB we have been in communication with Waste Management on a deodorizing system but as of yet do not have that information on hand. Also Lonnie Glieberman of Mt. Bohemia has been approached on some land for a possible relocation of the Dumpster to a less offensive area.
