GRANT TOWNSHIP BOARD MEETING

At the Copper Harbor Visitor’s Center

Minutes for November 7th, 2005

Call to Order and Pledge of Allegiance

Supervisor Meg Vivian called the meeting to order at 6:00 pm, and led in the pledge of allegiance.

Roll Call

Present were Supervisor Meg Vivian, Clerk Kelly Coltas, Trustee Gary Barker, Trustee Roxann Smith and Treasurer Karen Karl were absent.

 Motion to adopt Agenda put forth by Coltas/Barker, all were in favor 3-0, motion carried.

 Motion to approve Minutes of Regular Board Meeting of 10/11/05 Coltas/Barker. All were in favor 3-0, motion carried.

Supervisor’s Remarks and Correspondence

 Remarks

Supervisor Vivian attended meeting for the National scenic Byways, and felt it was a positive start. Improvements on Brockway Mountain are part of this project. It is slated for $500,000. With a 20% match. This will include purchase of the nose or 1st lookout, repairs of rock walls, signage, and replacing of chip seal. The 20% match will be for any of the projects slated for the byways project, and will have to be addressed.

Monthly Department Reports

Treasurer’s Report

 Motion to accept Treasurer’s report as read by Clerk Kelly Coltas put forth by Barker / Coltas, all were in favor 3-0, motion carried

Utility Board

MJO has completed the installation of their sewer line, from the Marina down to 10th street. The UB has decided to purchase new software for the purpose of billing. Matt Arko will plan a training session with several townships to keep the cost down. The Lagoon has been drawn down for the winter, and sewer mains have been flushed. The Copper and Lead report is in and the numbers are good for a third year in a row.

DDA

No report.

Public Safety

CH Fire Dept.

Had regular meeting on November the 2nd, did update on new radio system, which will be up, and running on November 21st. Ordered new turn out gear with the FEMA grant, and had one assist with the 1st Responders.

LLB Fire Dept.

Had monthly meeting last Tuesday, they were turned down for the FEMA grant, and had no call outs.

MSAG Coordinator Lisa Karrio announced that she has updated parcel map info available to the townships that wish to be updated. Karen Karl indicated that she would like to have the Township maps updated and Mr. Powers will arrange for that. The migration to the new Keweenaw County Fire dispatch system has been delayed. The MPSCS has determined that a structural analysis must be run on the 9004 (Eagle Harbor Tower) before they will allow the installation of a repeater serving Eagle Harbor on that tower. The analysis, which was due last Friday, was not completed on time. A new schedule cannot be prepared until the analysis has been receive and permission to go on the tower has been received.

Old Business

Hunter’s Point update: Purchase should be completed in November or early December. Pat Coleman from UP Engineering gave a report on the submission of a Hunter’s Point development grant to the MNRTF. This plan would include parking (handicap and other) improvements; handicap accessible board walk to a viewing deck, informational kiosk, and restrooms (ADA compliant). UP Engineer feels they can complete the site plan and grant application work for a lump sum fee of $5,000.00. It would be payable in two installments of $3,000.00 being payable upon the completion of the site plan and the second payment of $2.000.00 payable in early April following the submittal of the grant application.

 Motion to approve UP Engineering to start on the Grant Proposal for Hunter’s Point. Put forth by Coltas/ Barker all were in favor, motion carried 3-0.

Road Maintenance Update: Greg Patrick said he would come up with estimates for chip & seal and pavement for 3rd street and Superior Street in Lac La Belle. It would be a 50/50 match with the Township. The Cemetery Rd has been repaired. The dredging in Lac La Belle has now been completed

Park Improvements: The last of the sidewalks are complete and with that all scheduled improvements for the park are now finished.

New Business: no new business

 Motion to pay audit bills and adjourn Coltas/Barker 3-0 Meeting Adjourned at 6:30 p.m.
