GRANT TOWNSHIP BOARD MEETING

At the Copper Harbor Visitor’s Center

Minutes for October 11, 2005

Call to Order and Pledge of Allegiance

Supervisor Meg Vivian called the meeting to order at 6:03 pm, and led in the pledge of allegiance.

Roll Call

Present were Supervisor Meg Vivian, Treasurer Karen Karl, Clerk Kelly Coltas, Trustees Gary Barker and Roxann Smith.

 Motion to adopt Agenda put forth by Coltas/Smith, all were in favor 5-0, motion carried.

 Motion to approve Minutes of Regular Board Meeting of 09/13/05 Smith/Barker. All were in favor 5-0, motion carried.

Supervisor’s Remarks and Correspondence

 Remarks

National Scenic Byway: US 41 was named a National Scenic Byway, which will allow funding to improve the corridor from north of the Houghton/Hancock Bridge all the way to Copper Harbor.

 Correspondence

Joe Caron has expressed his gratitude for support from Grant Township for has EMT Training.

The Drennan vs. Grant Township, Keweenaw County, State of Michigan, and Keweenaw County Road Commission has been dismissed and so has the stop work order. We can now proceed with any appropriate action. The Board will discuss with the Road Commission about coming down and removing the old Boathouse and possibly cleaning the property up.

Treasurer’s Report

 Motion to accept Treasurer’s report put forth by Barker / Smith, all were in favor 5-0, motion carried

Utility Board

On Sept. 19th we had 3 separate alarms, two pump downs and a pump replacement at Belle Vista. A water meter/man hole was created at Fanny Hooe Resort. The October public service announcement went out with October Billing. The Wellhead 2006 Grant has been approved.

DDA

A brief DDA meeting was held, but no quorum. DDA was asked to submit a letter to WUPPDER (as was Grant Township) for the multi use trail study, they did so. Went over a list of priorities and the Band Shell was at the top of the list.

Public Safety

CH Fire Dept.

One assist with 1st responders at Fanny Hooe. No call outs. Reg. meeting was on October 1st. did a radio test, with only a few wrinkles to be ironed out. The Training DVD’s have arrived; we can now train for FF1 and FF2

LLB Fire Dept.

No call outs. They had a short meeting with maintenance on the fire hall and truck as the focus. They tested out the new radio system.

The Keweenaw County Fire Dispatching system was coverage tested on October 1st. The new tower arrangement provides outstanding coverage in all areas if Keweenaw County with the exception of the Eagle Harbor M-26 area. This situation will be improved with the addition of a fourth repeater on the 800 MHZ tower site on the Eagle Harbor Road. Because of a shortage of parts to convert Minitor II pagers to the new frequency the change to the new system has been postponed until November 8th and 9th.

Old Business

Hunter’s Point Update, We have received permission from the MNRTF to proceed with the purchase of Hunter’s Point. They accepted the lower appraisal from Swanson & Associates of $703,000.00. Mr. Powers will be working with the Treasurer to work out the details of the transaction. Hopefully we can close by the end of November. UP Engineering has agreed to do a two –page write up for us on Hunter’s Point Phase 2

Road Maintenance: Supervisor Vivian has still not been able to Coordinate a face to face meeting with the County Road Commission, but did speak to them about the repairs needed to the Cemetery Road. (Which has had a wash out with the heavy rains recently)

Betsy Street lights: No action being taken for lack of interest.

Michigan Department of Corrections of Public Works Agreement has been signed thru 09/30/06.

Park Improvements: One sidewalk is completed with the other one ready to go and just waiting on concrete delivery.

Keweenaw Mt. Lodge will have a controlled burn on 10/12/05 in the morning, weather permitting.

UPPCO has announced a power outage on October 18th from 8:00am to 12:00pm.

New Business

No new business

Public Comment

Commissioner Don Keith was present and wanted to announce a few items. With the Scenic Byway designation it has been made possible for the County to Purchase the nose of Brockway for a road side park and to make many needed improvements to the Brockway Mountain Drive.

There is a group looking at Mt. Horace Greeley for the purpose of testing windmills for a few years to see if it would be an appropriate place for generating power.

 Motion to pay audit bills and adjourn Coltas/Smith 5-0 Meeting Adjourned at 7:29 p.m.
