Grant Township Board Meeting Minutes
GRANT TOWNSHIP BOARD MEETING At the Copper Harbor Visitor’s Center Minutes for July 12th, 2005 Call to Order and Pledge of Allegiance Supervisor Meg Vivian called the meeting to order at 6:03 pm, and led in the pledge of allegiance. Roll Call Present were Supervisor Meg Vivian, Clerk Kelly Coltas, Trustee Gary Barker. Trustee Roxann Smith and Treasurer Karen Karl were absent. Approve Minutes of Regular Board Meeting of 6-14-05 Motion to adopt Agenda put forth by Coltas/Barker, all were in favor 3-0, motion carried. Motion to approve Minutes of Regular Board Meeting of 06/14/05 Coltas/Barker. All were in favor 3-0, motion carried. Supervisor’s Remarks and Correspondence Remarks Supervisor Vivian attended the Keweenaw County Planning Commission meeting of 06/28//05, the latest update of County zoning being considered by the County Zoning and Planning Commission can be viewed on the Eagle Harbor Township website (eagleharbortwp.org). A special KCPC meeting is scheduled for August 3rd at 5:00 pm. Mark Wycoff will be presenting the latest changes and will be available for questions. Terry Smyth of the Copper man Triathlon announced that the proceeds from the event would be donated to the North End 1st Responders. The event is August 6th and they already have a record of 230 participants. Correspondence We received a letter of appreciation from the Calumet High School for the use of the VC for their alcohol free graduation party. Monthly Department Reports Treasurer’s Report The Clerk Kelly Coltas read the Treasurer’s report, Motion to approve Treasurer’s report put forth by Vivian/ Barker, all were in favor 3-0, motion carried Utility Board Supervisor Vivian was elected to be chairman of the UB, with Jeff Coltas volunteering to be secretary. Karen Karl has decided to remain on the board and the meeting times have been changed to 6:00 pm on the 3rd Tuesday of the month. The Wellhead protection project has been determined to have enough money to fund this project. MJO has agreed to have the sewer connection done this fall. All garbage rules remain the same and any individual that feels they should have a key for the dumpster that do not meet the criteria can come before the Utility Board at a regular meeting to appeal. DDA No Report Public Safety CH Fire Dept. Participated in the 4th of July parade, had a training session and 2 assist with 1st Responders. LLB Fire Dept. Had their monthly meeting with some training and maintenance. One call out for the 4th of July and they also participated in the Copper Harbor 4th of July parade. 1st Responders Two call outs. 911 Fire Chiefs meeting to review dispatch of the 911 systems. Our consultant thinks we are on schedule for testing in late August. The new dispatch for North End 1st responders is not yet updated yet. Old Business Hunter’s Point Project Report. Agreement package has been completed and sent in. The two appraisals are supposed to be done by July 15th. When they are completed they will go down to Lansing and then they may come up to look up at the property. Richard Powers the Hunter’s Point Chairman attended a meeting for the Coastal land Estuarine Land Conservation Program (CELCP). The main purpose was to get a explanation for a new program and to see how it could apply to Grant Township, we will see if it could be used for funding for adjoining property to Hunter’s Point, Mr. Powers will pursue this and the program presenter Dave Kenga, indicated that if a package for Hunter’s point could be put together he would run it up to NOAH and see if they like it. Motion for Richard Powers to pursue a possible grant with CELCP for the purchase of additional property adjoining Hunter’s Point, put forth by Vivian/Coltas all were in favor. Motion carried 3-0. Road Maintenance and Park Improvements KCRC plans on doing the chip-sealing projects in August. Gregg Patrick did find a local manufacturer of bear-proof trashcans. Selkey Manufacturing in Baraga, MDOT purchases from them. Now that our parking area is paved, we need to create a handicap Parking Space. The space nearest to the restrooms (on the south side of the building) seems to be the ideal spot. We will check with MJO on how to proceed with painting the pavement and signage. Most of our 05 projects have been completed, with the exception of a few broken tiles and no smoking signs for the restrooms. The new BBQ could use vents in the roof but works great otherwise. Lac Labelle Fire Truck There was one bid received from Pierce for $239,302.00. The budget for the project is $240,000.00 of which $235,000.00 was for the vehicle and equipment, with the balance for legal work. The board feels and additional $4,000.00 should be added to the project from the LLB FD Fund Balance to bring the projects total to $244,000.00. Moved by Barker supported by Coltas that Grant Township Board accepts the proposal from Pierce Manufacturing, Inc., dated July 5, 2005, for one (1) Pierce Kenworth T-300/ Contender Pumper with Husky 10 Foam Injection System and Hercules 140 cfm CAFS System, per the bid specifications, in the amount of $239,302.00. All were in favor, motion carried, 3-0. Moved by Barker supported by Coltas that Grant Township Board award the contract to Pierce manufacturing, Inc., to supply one (1) Pierce Kenworth T-300 / Contender Pumper with Husky 10Foam Injection System and Hercules 140 cfm CAFS System, per their proposal dated July 5, 2005, in the amount of $239,302.00. All were in favor, motion carried 3-0. Moved by Barker supported by Coltas to increase the local share of the Lac Labelle Fire Truck Acquisition Project fro $30,000.00 to 34,000.00 with the additional $4,000.00 coming from the Lac Labelle Fire Department Fund Balance. All were in favor, motion carried 3-0. New Business After posting the position for two weeks the Township hired James Wescoat to be the Dock Services Person (DDA/Township Employee). Hitch Engineering finished their Acoustics Study. The Board has looked at the results and is pleased with the findings. The actual work will be factored into next years budget. Public Comment Don Keith the Keweenaw County Commissioner was present and reiterated his feelings of being available to help Grant Township in any way that he can. The Keweenaw Trail Running Festival was a great success and they would like to return next year. .
